One of my top priorities in Congress is reining in so-called “backdoor legislating,” which happens when federal agencies issue sweeping rules and regulations beyond their appropriate authority. To be sure, federal regulations are nothing new. Over the years Congress has seen fit to delegate rulemaking responsibilities to various agencies to deal with specific issues and allow for a more responsive government. However, I believe some agencies have taken this authority too far, growing into what many call the “fourth branch” of government.

H.R. 5620, The VA Accountability First and Appeals Modernization Act, would allow the Secretary of Veterans Affairs more flexibility to fire, demote or otherwise punish mid-to-lower level employees for misconduct or poor performance. Currently, stricter accountability measures only apply to senior managers and not rank-and-file employees.

Fielding state-of-the-art F-35 aircraft would no doubt be a feather in the cap for the 187th Fighter Wing, the Montgomery area and our state as a whole. As the Air Force moves through its evaluation and selection process, I will continue to advocate for the 187th, and I appreciate the support and partnership of my fellow Alabama Congressional Delegation colleagues in this effort.

This past week I had the privilege of cutting the ribbon on one of Alabama’s new First Class Pre-K locations at the Montgomery YMCA Goodtimes Center. It was exciting to join local and state officials, teachers, education advocates, and, of course, students to celebrate more children gaining access to Alabama’s high-quality pre-kindergarten program.
